CareEdge State Ranking 2025 (CARE Ratings)
The recently released "CareEdge State Ranking Report 2025" by CARE Ratings (CareEdge) evaluates Indian states based on seven key pillars:
- Economic Performance
- Fiscal Management
- Infrastructure
- Financial Inclusion & Development
- Social Development
- Governance Quality
- Environmental Sustainability
A total of 50 indicators across these pillars have been used to determine the overall ranking of states.
Top Performing States
Large States (Group A)
- Maharashtra – Overall Score: 56.5
Maharashtra secured the top rank due to its excellence in financial development, social indicators, and economic performance.
- Gujarat – Overall Score: 52.4
Gujarat excelled in economic performance with a high per capita Gross State Domestic Product (GSDP), robust Foreign Direct Investment (FDI), and industrial investment.
- Karnataka – Overall Score: 51.9
Karnataka ranked third due to its strong performance in industrial output and environmental sustainability, especially in renewable energy and air quality.
Smaller, Hilly, and North-Eastern States (Group B)
- Goa – Overall Score: 62.1
Goa topped this category owing to its strong performance in financial development, infrastructure, and fiscal health.
- Uttarakhand – Overall Score: 48.2
Uttarakhand performed well in social development and environmental sustainability.
- Sikkim – Overall Score: 47.2
Sikkim secured third place for its excellence in environmental indicators and governance quality.
📉 Lowest Performing Large States
- Bihar – Score: 34.8
- Jharkhand – Score: 36.0
- Madhya Pradesh – Score: 36.8
These states showed relatively weaker performance across economic, social, and infrastructure indicators.
📈 Notable Improvement
- Chhattisgarh – Score: 40.9 (Improved from 34.8 in 2023)
Chhattisgarh jumped three positions due to improvements in governance, social development, and economic indicators.
📊 Pillar-wise Leading Performers
- Fiscal Management: Odisha topped due to effective control over revenue deficit, interest payments, and debt levels.
- Financial Development: Maharashtra led owing to its strong banking and insurance sectors.
- Governance Quality: Andhra Pradesh secured the top position for its excellence in business environment, judicial system, and e-governance services.

According to Forbes India, India’s economy is expanding rapidly due to growth in the services sector, information technology, manufacturing, and infrastructure investment.
Although per capita income is still lower compared to developed nations, high growth rates and a favorable demographic dividend make it likely that India will overtake Germany and Japan in the next few years to become the world’s third-largest economy.

As per the International Monetary Fund (IMF) and other institutions, if India maintains its current growth rate, it is poised to surpass Germany and Japan in the coming years and emerge as the world’s third-largest economy.

Madhya Pradesh has launched India’s first AI-powered Real-Time Forest Alert System, marking a significant step in forest conservation and management.
🔍 Key Features of the System
- Technological Foundation:
The system uses satellite imagery, mobile-based field feedback, and machine learning to detect land encroachment, changes in land use, and forest degradation.
- Pilot Project:
The system has been initially implemented on a pilot basis in five sensitive forest divisions — Shivpuri, Guna, Vidisha, Burhanpur, and Khandwa — which are prone to tree felling and encroachment activities.
- Developer:
The system was developed by Akshay Rathore, Divisional Forest Officer (DFO) of Guna, who is an alumnus of IIT Roorkee.
- How It Works:
The system is based on Google Earth Engine and analyzes multi-temporal satellite data to detect changes in land use. Upon detecting any change, it sends alerts to field staff via a mobile application.
